The
National Indian Law Library (NILL) is an non-profit library serving
the Indian law information needs of the public and the Native American
Rights Fund. Established as a special project of NARF, NILL is supported
by individual contributions and grants. Although the
library is a public library, it is not funded through tax revenues.
The annual budget is approximately $200,000 which translates into
an operating cost of about $90.00 for each hour the library is open.
Two full-time library staff currently handle close
to 140 in-house, phone or e-mail research requests per month from
the public. In order to deal with limited funding, increasing demands
on library staff time and the library's efforts to continue to provide
quality information services, NILL has devoted more resources towards
developing "self-help" resources
on its web site and has instituted a cost-sharing policy which
limits the amount of unreimbursed time it can spend on each request.
Free
and Fee-Based:
- NILL
provides up to 15 minutes of free research assistance to individuals
per week at no charge.
- Additional
research assistance can be requested at the rate of $15 for
each additional 15 minutes.
- Exceptions
- NILL provides up to 30 minutes of free research assistance
to librarians, NARF alumni and partners, and Indian law support
centers.
- No
research fees are charged to retrieve and deliver documents from
the library collection. Document delivery charges do apply. See below.

What is
ILL? Interlibrary loan is a service that most libraries provide
to their patrons. This service enables a patron to receive library
materials from another library when his/her library does not have the
material. Usually reciprocal arrangements have been made between libraries
in an area to loan materials to each other. This allows libraries to
provide access to resources that they might otherwise be unable to
afford. Most libraries will not charge the patron a fee to access materials
through interlibrary loan but some do. Usually materials can be retrieved
from another library in 5-14 days.
How can
materials be requested from NILL? Some items from our collection
can be loaned. We do not loan directly to individuals but can often
provide materials to individuals via their local library and ILL. Ask
your local public, academic or corporate librarian about obtaining
material from us through ILL. We waive ILL charges to libraries that
provide ILL to us without charge.
Charges for
copies provided through ILL are the same as "document delivery" above.
ILL fees for books are $18.00 per book. Also, the borrowing library is
responsible for paying the cost of mailing the item back to the library.
Items generally are loaned for a period of 21 days for borrowers in Colorado
and 28 days for borrowers in other states.
